How does agency decide vets' benefits? I write this on behalf of my late husband, Edward G. Fisher, and other Ohio military veterans. Edward was drafted into the U.S. Army on April 26, 1968, and served in Germany and Vietnam. He, like many other war veterans, did not talk about what he experienced in his service years — only that he was in a high-bombing area.
