Appointed Judge William H. Wolff, Jr., said he was not convinced that Gwinn knowingly broke the law in filling out her finance reports. Gwinn had borrowed more than $27,000 from her brother and another man, and listed the money as a personal loan from herself to her campaign. The man jumped about 10:30 a.m. and was pronounced dead about 30 minutes later at the Medical Center, Columbus police Sgt. John Kane said at the scene. The man leapt from the freeway onto a gravel parking lot on the west bank of the Olentangy River, Kane said. 

The man, Darren Sayres, 43, of Marietta, was a patient at the Medical Center, Franklin County Coroner Jan Gorniak said. The hospital wouldn&apos;t give details about why he was being treated.

Emergency crews found the body of Laurence E. Shelly, 62, of Dublin, about a mile west of the Rt. 37 interchange on Jan. 18. A passing motorist had called 911.
